The latest round of government legislation seems to have been set in motion with little thought for what the consequences may be. This does not bode well for the industry.

Hang onto your hats! That is the message for anyone trying to keep
tabs with the constitutional roller coaster that the Labour Government has
set in motion.


The trouble is that without any sort of written constitution in the first
place to act as a guide, no-one can be quite sure where it will end
up.


The reforms are happening piecemeal with little thought being given to the
