The Institute of Insurance Brokers is planning to set up a "shadow
council" in the vein of the Insurance Brokers Registration Council, in
order to provide an alternative to the General Insurance Standards
Council.


The move follows the cancellation of the Great Debate, which was due to be
held on 25 June in Birmingham.


Andrew Paddick, director general of the IIB, intends to launch the
regulatory body when the Insurance Brokers Registration Act is repealed,
at which point, he said, a general meeting
