In a direct challenge to the authority of the General Insurance Standards Council, The Institute of Insurance Brokers has resolved to maintain the Insurance Brokers Registration Council as a 'self-regulatory body' following the repeal of the Insurance Brokers Registration Act 1977. IBRC Ltd has been established to serve as that body.

The decision has been based on meetings with EU Commission Officials who have stated that there can be more than one regulatory body in each member state.
