I write with regard to the recently published parliamentary comment, Incestuous honours system rewards its own (PB, July 2004, p14).

As usual, David Worsfold has hit the nail on the head in saying that, despite the fact that the Financial Services Authority is not fully functioning, honours are nevertheless poured out. This is presumably because it is virtually a government department and honours seem to automatically come with the stations.
