Andrew Paddick, director general of the Institute of Insurance
Brokers, has accused the General Insurance Standards Council of being
anti-competitive and against consumer interests, and is threatening to
take the matter to court.


Mr Paddick has written to the the Office of Fair Trading objecting to GISC
seeking approval for its rulebook under the 1998 Competition Act.
