Higgs' review could put a stop to old boy network

Derek Higgs' review of the role and effectiveness of non-executivedirectors has been well received by the UK business community, according
to Neil Fagan, partner at Lovells.
Higgs' review, published on 20 January, was commissioned by the Treasury
and the Department of Trade and Industry. Mr Higgs, a senior partner at
UBS Warburg, recommends that the role of chairman and chief executive be
separated (paragraph 5.3) and the division of responsibilities between the
chief executive and chairman set
