Highway Motor Policies has pulled the plug on its Kestrel facility,
blaming its inadequate performance on harsh competition in the motor
market.


The Lloyd's syndicate ceased accepting new and renewal business though
Kestrel Underwriting at the end of last month.


In a letter to Kestrel's 16 brokers explaining the decision, Highway's
underwriter Quin Lovis says: "The Kestrel concept of dealing with a few
brokers in close liaison I still feel was sound but, despite all Richard
Dobbie and his team's
