Brokers arriving in Cardiff last month for the 21st annual British
Insurance and Invest-ment Brokers' Association (BIIBA) conference - Forces
for Change - were probably placing bets on how long it would take before
the thorny issue of regulation and the General Insurance Standards Council
(GISC) would be raised.


The smart money was on the opening address, and BIIBA chairman Simon Bolam
