Learning the lesson of summer.

Britain has been badly affected by recent weather, and it has meant that many businesses without adequate cover have been left exposed.

We have had the floods and we have had the rail disruption (and more
tragically, the rail disasters). Then last month, the roads came under
threat again as Britain struggled to cope with the second wave of protest
