Health care provider Western Provident Association is offering its
500,000 policyholders a unique cash initiative as part of its bid to
expose what it claims are BUPA's inflated hospital prices.


WPA has been critical of BUPA for operating what it describes as a
two-tier system: charging one price for self-paying patients and another
for those who have health insurance.
