Proposed stricter penalties for the high numbers of uninsured motorists on Britain's roads are likely to benefit the market in the long term, says Keith Brigden.

The problem of uninsured motorists is a time bomb waiting to explode.
Unless government, the courts, and the insurance industry can redress this
issue that grows year by year, the numbers of drivers without insurance
will undoubtedly increase.


Quite simply, the deterrent imposed by the courts has failed to keep up
with general premium inflation over recent decades, so that a situation
now exists that encourages more motorists to flout the law knowing that
the penalty, even if they are caught, will
