Brokers that sign up early can access cheap rates for BrokerASSESS, the British Insurance Brokers' Association and Chartered Insurance Institute's online training assessment system. The introductory rates are £75 for the first phase or £95, from October to December. From 2004, the rate will rise to £120. Dr Sandy Scott, director general of the CII, said: "With BIBA we hope to provide a cost-effective tool to help brokers meet the training and competence levels required by the Financial Services
