The UK'S fault-based employer's liability system should be scrapped,
according to Bill Callaghan, chair of the Health and Safety
Commission.


Speaking at the annual Iron Trades Conference, Mr Callaghan called for
radical reform and said a no-fault system should be explored. He also said
employers must be encouraged to rehabilitate employees and take a more
preventative approach to workplace health and safety.


However, while other speakers agreed greater emphasis should be placed on
health and safety
