George Higginson and Steve Windich have been unable to secure
sufficient funds from brokers to launch their personal lines syndicate and
managing agency. They are now seeking alternative sources of revenue to
make up the shortfall.


Roger Froom, who is assisting Messrs Higginson and Windich, said capital
was now being sought from reinsurance companies, and that Lloyd's names
might also be approached.
