Shadow chancellor Michael Portillo is set to commit the Conservatives to outspending Labour on health if they win the next election, in a huge expansion of private healthcare.
At the Conservative Party conference, Mr Portillo will today unveil plans to encourage more people to take out private health insurance, and encourage its provision by companies and trade unions. The party aims to "tear down the Berlin Wall" between the public and private sectors, encouraging much greater co-operation
