Now that the flood waters have subsided, insurers will have to consider claim payouts very carefully.

The parable of the wise man who built his house upon the rock and the
foolish man who built his on the sand has had a strong resonance outside
the pulpits this month. While the weather and global warming is taking
some of the blame for the damage done to property in the south of the
country in the worst floods for decades, much of the media focus has been
on irresponsible building development on flood plains.
